Creates an ActionConfig object from rules and a value limit.

createActionConfig(rules: Rule[], valueLimit?: bigint): ActionConfig
Parameters
- rules: Rule[]
  An array of Rule objects.
- valueLimit: bigint = 0n
  The maximum value allowed for the action.
Returns ActionConfig
An ActionConfig object.
