Function createActionConfig

createActionConfig(rules, valueLimit?): ActionConfig
Creates an ActionConfig object from rules and a value limit.
Parameters
- rules: Rule[]
  An array of Rule objects.
- valueLimit: bigint = ...
  The maximum value allowed for the action.
Returns ActionConfig
An ActionConfig object.
